Keep hearing people mention Lampards youth policy... was it not forced upon him somewhat by the transfer ban? Or am I being harsh?

To be honest he's probably doing the best thing by putting this season in the hands of their kids. They've got talented young players, no way to bring in anybody else and a season where nothing is especially expected of them so why not use this season to blood some youth and still get top 6? If two or three step up thats huge for any team and next season they can spend and add to them with a foundation of talent.
