“Nottingham Forest was referred to an independent commission on January 15, following an admission by the club that it had breached the relevant PSR threshold of £61million by £34.5m.

“The threshold was lower than £105m as the club spent two seasons of the assessment period in the EFL Championship. The case was heard in accordance with new Premier League Rules, which provide an expedited timetable for PSR cases to be resolved in the same season the complaint is issued.

“The independent commission determined the sanction following a two-day hearing this month, at which the club had the opportunity to detail a range of mitigating factors.

“The commission found that the club had demonstrated ‘exceptional cooperation’ in its dealings with the Premier League throughout the process.”

This smells a bit like two points given back to them for good behaviour to me. Not sure how I feel about that.

But there is the account that Forest's threshold was lower because of their Championship years and them spending £250m on players doesn't mean they were anywhere near £250m over on PSR, I haven't seen if those figures are available yet.

Clearly the panel felt Forest's case was less severe than Everton's. Simple as that.
Then 6 points is not the minimum sanction for breaching PSR

Is 4 points really a big enough deterrent?

It's basically taking away one flukey win in your season. Not really that much in the grand scheme of things, especially if you're fighting at the top of the table and finishing with 70+ points.

I mean it literally could be the difference between relegation or not.

But it's getting to the point where teams will offset the 4-6 point deduction with the 20 points gained from having a better squad. 4 points for an entire squad overhaul, keeping you in the prem for another season seems a worthy gamble

Maguire knows what he's talking about so we can confirm two points given back for mitigation and cooperation. Will be interesting to see how well they judge Everton to have cooperated this time then.

Also confirms that the entry point is three points deducted, not six.

Wonder if there's worse than "significant breach" otherwise just spend what you want and you can't get higher than 6 points. Especially if you cooperate

Forest's goalkeepers have been catastrophically bad, they've conceded 14 goals more than they should have based on shot quality.

Vicario is second best behind José Sa.

I can't remember who else Forest have but every time I've seen Turner he's been awful. It makes you wonder what a "big club" like Arsenal ever saw in him, unless it was just a US outreach thing that never really took off.

Turner has 21 games, Vlachodimos and the new keeper they signed in January Sels have 7 each.

In all comps of course.

Newcastle could go on an insane spending spree and know they'll likely lose four points. Weird rules

But not meeting UEFAs rules could hurt the top of table sides. Could argue the teams fighting relegation would be best off taking the 4 points and going for it.

I really don’t get the idea behind giving points back based on the teams ‘co-operating’ they broke the rules and the governing body so to speak investigates, it should be taken as a given that they co-operate, not used as mitigation ffs.
