Maybe, but to be 'unavailable' you'd have to assume he wouldn't be interested in any other job - which wouldn't necessarily be the case.
The 'Rooney Rule' thing in reference to football annoys me a bit - it's like they're saying "There should be more black managers" yet trying to say that skin colour shouldn't matter.
If someone goes for a job, they should get the job based on their suitability, reputation and ability - not as a gesture based on the demographics of "is their skin colour the right one".
If there becomes a situation where they find managers are hired because they are white, then it should be looked into. I've never known that to be the case, and the fact of the matter is that there are an exponential number of unemployed experience white football managers than there are black. The fact that Paul Ince has been allowed to make a complete cock of 6 managerial roles since 2006 (including 3 years not managing mixed in there) suggests that managers like he are hired for the fact they're not very good - rather than 'not white'.
I acknowledge that there's probably institutional racism within the crusties at the FA, but I've seen nothing to suggest it exists with the 90 odd chairman/women in the Football League.
