I think they agreed when all the evidence was shown , bit like changing your plea half way through a trial. Burnley and Leeds started it all.But they did agree they had breached the rules. City still dispute all of charges as far as I understand it.

Yes Man C are disputing everything and the last I remember the commission could take 2 years to decide on a verdict, meanwhile they have employed a KC to go up against the KC's on the PL independent commission, all good fun.
