Not necessarily. If FA Cup winner finishes in Top 5 of Premier League, then League Cup would still go into Europa Cup, with 6th in Premier going into UECL in that scenario.

So basically from end of this season Top 4 go into Champions League as usual
5th and FA Cup winners go into Europa League, which is basically a Champions League lite, straight into Group Stage (8 groups, with the winners going into Last 16, and group runners-up playing a Champions League Group drop-out team for a place in Last 16)
League Cup Winners go into the new UECL competition (and that is the one where all the many qualifying rounds will happen)

If any duplication of places due to FA Cup or League Cup being won by a Top 5 happen, then 6th or 7th would get in but League Cup Winner would shift up.
