Did he say why Ndombele and Dele not travelled?

Not from Mourinho's press conference no, so we'll have to see.
He said 8 left home, wouldn't say how high profile those players are.
Confirmed Tanganga still out, Aurier picking up a little knock, that Ndombele aren't ready to start, that Lo Celso will travel.

No, Premier Sports £12 per month subscription, although think there is an offering of £10 that can be ordered through club website
Pretty annoying TBH. Already shelling out for both Sky Sports and BT Sport; to now still not be able to watch us in Euro games unless I pay up more is a joke. I'd be interested to know if everyone else on here is getting Premier Sports, going to a pub to watch (can we even still do that at the moment?), or giving the game a miss altogether?

As far as I’m aware, Premier Sports only have the rights to the preliminary rounds.

Jose Mourinho revealed at his pre-match press conference that he was leaving eight senior players at home but still planned on fielding a strong line-up against Lokomotiv Plovdiv.
The identities of the eight were not confirmed by Mourinho, though Standard Sport understands Alli and Alderweireld are staying at Hotspur Way.

I find this one impossible to call. We should win it, possibly handily, but after Everton I wouldn't be at all surprised if we lose.

no reason to leave alli behind i guess mourinho is really gonna try to get him out... lame we could use his depth even with bale coming in. meh

I'm normally optimistic, but this does feel like a banana skin. We're clearly not ready for the season as a squad, they're being underestimated, and we appear to be rotating a fair amount.

Think the Bale news should be uplifting and the players after Sunday have a major point to prove. We'll smash them 1-0.

He’s just managing the squad. We need to make sure we’re fielding more than just u23s against Orient too or we’ll come unstuck.

This is a bit jumping to conclusions and I can't see Alli being sold. He'll play the next game for the full 90 mins I am betting.

Didn‘t know Kylie owned any Bulgarian football teams, so this is news to me.

Really hope the boys can put in a solid performance, win comfortably while the positive mood continues with Bale's (and Reguilon's) arrival. Our season starts today.
