I don't know why people give a laugh rating for this. PEH is more progressive in his passing compared to Bissouma. He also makes more progressive runs and more passes in the final third.
Höjbjerg is not perfect, but he tries to be more progressive with his passing. And we need that. Bissouma is just giving away the responsibility to someone else by making short sideway passes. As it is now, Höjbjerg should start.
